North Korea is currently developing local industrial factories in 20 cities and counties. According to North Korean media, these factories, including essential food, daily necessities, and clothing, are being constructed to align with each region’s natural geographical features and raw material sources.

The Chosun Shinbo, citing the North Korean Cabinet organ Minju Joson, explained on the 18th, “Under the Workers’ Party’s Regional Development 20×10 Policy, construction work for local industrial factories is underway in 20 cities and counties.”

The newspaper stated, “Local industries, established to meet the local demand for people’s consumer goods and improve people’s material and cultural life, utilize local raw material sources.”

Therefore, they argued, “To bring about tangible results and substantive changes that the people are eagerly anticipating, we must first build local industrial factories that produce essential food items such as tasty soy sauce, soybean paste, oil, candy, snacks, bread, and various daily necessities like quality soap, plastic dishware, straw mats, writing paper, sanitary paper, and study materials, as well as various clothing products.”

The newspaper said, “The policy requirements put forward by the party central committee in building local industrial factories should be to determine the factory scale and arrange the factory layout reasonably by calculating the size of the city or county, the demand of the residents, and the economic potential.”

It is also mentioned that “If the factory scale is uniformly determined, it cannot guarantee the diverse, simultaneous, and balanced development of the local economy, and it cannot fully meet the living needs of the local people. Therefore, the factory scale should be determined efficiently and effectively by calculating the size of the region, the demand of the residents, and the economic potential.”

“The factory site should also be selected rationally to fully satisfy the detailed conditions necessary for factory operation, such as raw materials, industrial water, power supply, and transportation conditions. Especially, whether it will cause inconvenience to the residents should also be considered,” it added.

The newspaper emphasized, “Through those selections, we can reduce the transportation costs of buying and selling raw materials and lower the cost of raw materials and materials necessary for product production. It eventually reduces the funds and social labor spent on product production, will provide more consumer goods to the people, and make the local industry contribute substantively to the welfare of the people.

The paper pointed out that the policy requirements put forward by the party central committee for building local industrial factories should also focus on continuously improving their modernization level, emphasizing the quality of buildings, the convenience of employees’ living facilities, road pavement, and afforestation.
