South Korea Cracks Down on Dangerous Dogs: Euthanasia Now an Option

Legal grounds have been established to euthanize dangerous dogs that have caused harm to people by biting, regardless of the owner’s will.

According to the Ministry of Agriculture, Food and Rural Affairs on the 30th, the amendment to the Animal Protection Act, which includes a ‘Vicious dog breeding permit system,’ has been implemented since the 27th.

According to the amendment, if a dangerous dog injures or kills a person or animal, the city or provincial governor can order euthanasia after a temperament assessment committee review.

Even if the dog has not attacked a person, euthanasia can be considered through a review if it is judged a threat to public safety.

Those who wish to raise a dangerous dog must undergo a temperament evaluation, be checked for public safety threats through a professional committee, and obtain a breeding permit.

Anyone who wants to raise a dangerous dog newly must apply for a permit within 30 days of acquiring ownership, and those who are already raising dangerous dogs must obtain a license by October 26th.

Safety devices such as leashes or muzzles must be worn when a dangerous dog over three months old is out. Entry is prohibited in some public places, such as kindergartens and senior welfare facilities. Vicious dog owners must receive regular safety education, and if they violate regulations, they will receive a fine of up to 3 million won ($2,700).

This law applies to dangerous dogs such as Tosa dogs, pitbull terriers, American Staffordshire Terriers, Staffordshire Bull Terriers, and Rottweilers.
