United States to Limit China’s Access to AI

According to a report by Reuters on the 8th (local time), the U.S. government is considering implementing Guardrails to prevent China from accessing advanced artificial intelligence (AI) software like ChatGPT.

Citing multiple sources, Reuters reported that the U.S. Department of Commerce is contemplating a new regulation restricting the export of closed-source AI models. The regulation is expected to supplement the export limitation that prevents China from acquiring and using U.S.-advanced AI semiconductors for military purposes.

Experts believe that U.S. adversaries could use such AI models to summarize information and generate content from vast amounts of data to launch cyberattacks. In October last year, the U.S. government added a criterion to prohibit the export of low-spec AI semiconductors to China. As a result, companies wishing to do business with Chinese firms must obtain approval through an on-site inspection before exporting and apply for an additional license to transport.

However, sources stated that the constraint measures have not yet been finalized.
