Putin and Kim’s New Deal: Russia and North Korea Forge Military Pact

Russian President Vladimir Putin submitted a draft law to the State Duma State Duma to ratify a treaty on a strategic partnership, which outlines mutual military assistance between North Korea and Russia.

According to the TASS news agency on Monday, the Russian State Duma’s electronic database posted a federal law ratifying the treaty on the comprehensive strategic partnership between North Korea and Russia, signed in June this year in Pyongyang. This is a procedural step to effectuate the DPRK-Russia treaty.

The treaty regulates the bilateral effort to establish international strategic safety and a fair multipolar international system. It includes the context to expand cooperation on trading and investment and collaboration in nuclear energy, space exploration, food security, and energy security.

Notably, some provisions may be interpreted as “automatic military intervention,” leading to assessments that the relationship between the two countries has returned to a Cold War-era alliance level. Article 4 of the treaty, consisting of 23 articles, specifies that “In the event that one of the Parties is subjected to an armed attack by an individual country or several countries and thus finds itself in a state of war, the other Party shall immediately provide military and other assistance with all means in its possession in accordance with Article 51 of the UN Charter and in accordance with the laws of the Democratic People’s Republic of Korea and the Russian Federation.”

It raises concerns for North Korea to accelerate weapon support for Russia and the troop dispatch to the Ukraine War. Ukrainian President Volodymyr Zelenskyy recently claimed that North Korea is providing not only weapons but also personnel to Russia. Emphasizing the enhancement of the DPRK-Russia alliance, he addressed that this alliance is not merely about transferring weapons but about sending North Koreans into the Russian military.
