Damage by North Korean Trash Balloons: Who Pays the Price?

Reports indicate that receiving compensation for damages caused by waste-filled balloons from North Korea would be difficult.

According to a News1 report on the 2nd, it was revealed that North Korea had dispersed around 600 waste-filled balloons towards South Korea starting from around 8 PM on the 1st.

Following the mass dispersion of waste-filled balloons from North Korea on the 28th and 29th of last month, a car was damaged when a balloon fell in a villa parking lot in Danwon District, Ansan City, Gyeonggi Province.

The front windshield of the parked car was severely damaged around 10:22 AM that day. Thankfully, there were no casualties since no one was in the car, but it caused property damage.

The contents of the waste-filled balloons confirmed so far include cigarette butts, waste paper, plastic, and other trash. The police, who responded to the report, secured the scene and handed over the waste-filled balloon and its contents to the military.

Pictures of the car damaged by the waste-filled balloon are being shared and discussed on various online communities.

A police official stated, “Currently, there is no regulation on damage compensation caused by North Korea’s waste-filled balloons.” Additionally, it has been reported that the insurance company the car owner is affiliated with is internally reviewing whether compensation is possible, as there are no precedents.

Meanwhile, North Korea continues various provocative acts, including the dispersion of waste-filled balloons toward South Korea, launching ballistic missiles, and interfering with Global Positioning System (GPS) signals. In response, the government is considering various countermeasures, such as resuming loudspeaker broadcasts in North Korea.
