U.S. Announces Revised Export Regulations on January 29
“Serious Impact on Cooperation between China and Foreign Companies”

China has criticized the U.S.’s semiconductor export regulations towards the country, claiming they are causing uncertainty in the global semiconductor industry.

According to Reuters on the 1st (local time), He Yadong, a spokesman for the Chinese Ministry of Commerce, raised his voice by saying, “The U.S. has expanded the concept of national security, arbitrarily revised regulations, and strengthened control measures.” He added, “This has created more obstacles for Chinese and American companies that want to cooperate and trade normally,” and “The U.S. has caused great uncertainty in the global semiconductor industry.”

On January 29, the Biden administration announced a revised export regulation proposal to prevent China from accessing U.S. semiconductors and chip manufacturing equipment. The revised proposal, which comes into effect on the 4th, includes laptops equipped with regulated semiconductors as sanction targets. This is a measure to strengthen the semiconductor export ban announced against China in October 2022.

Spokesperson He said about this, “It seriously affects the cooperation between Chinese and foreign companies and harms legitimate rights and interests,” and “China firmly opposes this.” He added, “China is ready to cooperate with all parties and promote the stability of the global semiconductor industry and supply chain.”
