During the negotiation process for the joint declaration of the Korea-Japan-China Summit held in Seoul on the 27th, it was reported that China strongly demanded the inclusion of ‘industrial network’ cooperation in addition to the supply chain, but was rejected.
The Yomiuri Shimbun reported on the 29th, citing multiple diplomatic sources, that Japan turned down China’s request saying it would “allow for the overseas expansion of Chinese companies such as electric vehicles, leading to overproduction.”
The newspaper explained that an industrial network in China means a system where production is completed solely by Chinese companies from raw materials and components to finished product manufacturing. The Xi Jinping regime has consistently aimed to strengthen industrial and supply chains, especially targeting the industrial network in key industrial areas such as electric vehicles (EV) and artificial intelligence (AI). This is why Japan opposed the inclusion of the phrase industrial network.
Meanwhile, Japan requested to include the phrase “avoid chaos” when concerning export restrictions on rare earth elements by China related to the supply chain. The newspaper reported that this was included in the final joint declaration.
