Xi Jinping’s Strong Call for Hong Kong to Match Macau’s Success on National Security

During Thursday’s anniversary celebrations in Macau, President Xi Jinping met with Hong Kong Chief Executive John Lee to discuss the future of “one country, two systems.”

Xi emphasized that the principle has entered a new phase and urged Hong Kong and Macau to make further progress, promote development, and learn from one another. He expressed high hopes for Hong Kong and encouraged Chief Executive Lee and his government to focus on effective governance and economic growth to usher in a new era of prosperity.

By highlighting Macau as a successful model of “one country, two systems”—having avoided anti-government protests while maintaining economic stability, Xi indirectly pressured Hong Kong, which has faced serious anti-government demonstrations in recent years.

On December 13, Xi praised Chief Executive Lee for successfully completing Hong Kong’s National Security Law process, particularly the legislative approval of Article 23 of the Basic Law.

At a banquet in Macau, Xi lauded the city for opening a new chapter in the practice of “one country, two systems.” He met with Macau’s top leaders, including Chief Executive Ho Iat Seng, highlighting the principle’s success as a foundation for stability and growth.

In line with tradition, Xi joined the event’s attendees in singing China’s national anthem, “March of the Volunteers.” This gesture symbolized pride in the nation’s achievements and optimism for Macau’s continued success.

Xi is expected to deliver another speech on Friday during the 25th-anniversary commemoration, which will also mark Ho Iat Seng’s inauguration. During the 20th anniversary ceremony, he had previously made it clear that external interference in Hong Kong and Macau would not be tolerated.
