According to South Korea’s Presidential Office, President Yoon Suk Yeol spoke with Ukrainian President Volodymyr Zelenskyy on Tuesday to exchange assessments regarding North Korea’s potential troop deployment to Russia and involvement in the Ukrainian conflict and discuss countermeasures.

During the call, Yoon asserted, “Our government will not sit idle while Russia and North Korea forge a military alliance that threatens our security. We will closely monitor developments on the battlefield and implement effective, phased countermeasures.”

Yoon also raised concerns about North Korea potentially gaining modern warfare experience through the Ukraine conflict, which could pose a significant threat if disseminated throughout North Korea’s large military forces.

He highlighted the dangerous and unprecedented nature of North Korea’s actions, from providing arms to Russia to now deploying special forces, and urged close communication and coordination with Ukraine in addressing this growing issue.

South Korea has dispatched delegations to NATO, the EU, and Ukraine to share information on North Korea’s troop deployment with transparency among allied nations. The South Korean government expressed hope for enhanced information exchange and collaboration with Ukraine.

Zelenskyy conveyed his appreciation for South Korea’s ongoing support and the decision to send a delegation to Kyiv. He noted that North Korean troops are poised to join the Ukraine front, signaling an escalation in the conflict and a shift into uncharted territory.

He actively reaffirmed Ukraine’s commitment to cooperation with allied nations to counter this threat and emphasized the importance of expanding communication and information-sharing with South Korea.

The two leaders condemned the illegal military collaboration between Russia and North Korea, including military weapon transfers and troop deployments. They agreed to pursue strategic consultations for a coordinated response. Zelenskyy announced plans to send a special envoy to South Korea soon.

The Presidential Office announced that the government will maintain its support for security, humanitarian aid, and reconstruction under the Ukraine Peace Solidarity Initiative and consider further avenues for cooperation with allied nations to aid the Ukrainian people.
