On the 4th, National Security Adviser Chang Ho Jin said that whether to resume the frontline loudspeaker broadcasts, a psychological warfare tool against North Korea, “largely depends on North Korea.”

Appearing on KBS 9 News that day, Chang said, “Of course, we have such a policy (on the loudspeaker broadcasting resumption) and will broadcast with loudspeakers. When and how we will do it largely depends on North Korea, and we will keep an eye on further action from North Korea.” The loudspeaker is a psychological warfare tool that the South Korean military uses, evoking a particularly strong reaction from North Korea.

Regarding the government’s decision to suspend the effectiveness of the 9/19 Comprehensive Inter-Korean Military Agreement, Chang said, “We have suspended it so that we can take immediate action if North Korea takes unacceptable measures.”

Chang emphasized, “Provocations like trash balloons have harmed our people and pose actual safety risks, so we must respond to protect our people’s safety, and of course loudspeaker broadcasts are included in the response methods. They are not excluded.”

Regarding North Korea’s stance to halt the spread of trash balloons and retaliate 100 times if leaflets are scattered from South Korea, Chang said, “First, we will do our utmost to ensure that our people can handle them safely. If North Korea sends more balloons, they will have to face stronger, unbearable measures.”

Chang explained, “Unlike North Korea, we will do it in a way that is quite painful, dignified, and welcomed by North Korean residents.”
