Hiring North Koreans might violate UN sanctions, but domestic laws come first.

As North Korea continues to grow closer to Russia, experts predict a large number of North Korean laborers may be dispatched to Russia. Russian experts highly praise North Korean workers as “the best.”
Russian immigration expert Vadim Kozhenov revealed this possibility in a local media outlet, NSN, on the 5th (local time).
Kozhenov said, “North Koreans are objectively considered the best workers. There is a huge demand for them,” and praised them as “ideal workers without any crime or drinking problems.”
He explained that currently, North Koreans are working in Russia under the guise of being students, saying, “In Russia, full-time students are allowed to work. I’m unsure if they go to school, but they do their jobs well and are treated well.”
However, he pointed out that employing North Koreans could violate the UN Security Council’s sanctions against North Korea.
Still, he insisted that if the Russian constitution takes precedence over international norms, “We are waiting for changes by this summer, and if everything goes well, employers will be able to request North Korean workers through the embassy.”
However, he did not elaborate on the specific procedures for employing North Korean workers.
After the 2022 special military operation in Ukraine, Russia, which is facing a labor shortage as many young people have gone to the battlefield, is known to be hoping for North Korean workers.
Along with the analysis that the issue of dispatching North Korean workers may have been discussed at the summit between Russian President Vladimir Putin and North Korean Chairman Kim Jong Un last September, there is also speculation that many North Koreans have already entered Russia to earn foreign currency.
