During a U.N. Security Council meeting, Robert Wood, the U.S. Deputy Ambassador to the United Nations, directly questioned the North Korean representative by asking if the DPRK had deployed troops to Russia.

In response, North Korea’s Ambassador to the U.N., Kim Song, avoided a direct answer: “The ‘Treaty on Comprehensive Strategic Partnership’ between North Korea and Russia is fully in accordance with international law and the U.N. Charter. Therefore, North Korea will faithfully maintain its obligations under this treaty,” indirectly addressing the possibility of troop dispatch.

The recently ratified Article 4 of the Treaty on Comprehensive Strategic Partnership between North Korea and Russia stipulates that if one country is invaded and enters a state of war, the other shall promptly provide military assistance following Article 51 of the U.N. Charter and their respective domestic laws.

Wood criticized that over the past year, North Korea has delivered more than 18,000 containers and over 100 ballistic missiles to Russia. He added that none of this comes without a price, as Russia sells technology to enhance North Korea’s military capabilities.

He further stated that the Kremlin has disregarded the responsibilities of a permanent member of the Security Council, broken its promises, and shown indifference to how its actions undermine international peace and security.
