A South Korean IT entrepreneur who allegedly established a communication network with a North Korean intelligence agency running a restaurant in Southeast Asia and provided over $17,000 in favors has been apprehended by the police.
The Seoul Metropolitan Police Agency’s Security Investigation Unit announced on the 18th that a domestic IT company CEO, Mr. A (52), who is suspected of violating the National Security Act (assembly, communication, provision of convenience), the Narcotics Control Act, and the Pharmaceutical Affairs Act, was sent to the Seoul Central District Prosecutors’ Office without detention on the 13th.
Mr. A is accused of providing $4,800 and items worth $15,000 needed for restaurant operation to Mr. B, a deputy manager of a North Korean restaurant in Myanmar and Laos, affiliated with the North Korean intelligence agency, from 2016 for seven years.
In addition, he was accused of contacting Mr. B via overseas messenger and international phone calls without reporting since 2018.
The police began an investigation after receiving intelligence in 2020 and arrested Mr. A domestically on April 11th.
The police believe that Mr. A and Mr. B have formed a relationship at an economic community level for seven years.
According to the police, upon checking their communication records, it was revealed that they shared real-time information about the restaurant’s relocation to Dandong, China, problems with the so-called ‘loyalty funds’ that the restaurant earned in foreign currency and offered to the home country as part of the national plan, and even the underwear sizes of the restaurant staff.
As relations between North and South changed, Mr. B was confirmed to have meticulously instructed Mr. A to ‘delete chat records,’ ‘keep the contact a secret,’ and ‘change the nickname as the North-South relations are not good,’ so they were active in maintaining security.
Mr. A was also caught entering the restaurant with a bouquet on the founding day of the Workers’ Party of Korea on October 10th last year and staying in the restaurant at the same time as the vehicle belonging to the North Korean embassy.
He also reportedly attempted various contacts with North Korean defectors, including approaching major defector organizations in Korea.
However, Mr. A admits to the objective facts, such as visiting the North Korean restaurant, communicating, and providing goods. Still, he denies the charges, claiming a love relationship with the restaurant staff as his motive for the crime.
A police official advised, “Please note that overseas North Korean restaurants are not only a window for North Korea to earn foreign currency but also a base for their intelligence agencies.”
Meanwhile, the restaurant is an overseas branch of North Korea’s Cheongryugwan, which has moved to Dandong, China, via Myanmar and Laos. Mr. B was confirmed to be a member of the North Korean intelligence agency and an overseas representative of Cheongryugwan.
